931.03   NONAVAILABILITY OF SEWERS.
   In the case of any building which is used in whole or in part as a dwelling and which is situated upon a lot which abuts upon a thoroughfare which does not contain a public sewer or a public sewer in operation, there shall be provided appurtenant to the building and intended for the use of the occupants of the building only, a septic tank constructed and maintained in the manner required by the County Board of Health, until such time as a public sewer shall be installed and operated in the thoroughfare upon which the lot abuts, provided that when the public sewer is in operation and available for use, it shall be mandatory for the owner of the lot to make use of the public sewer within a period not to exceed ninety days from the date of the publication of the fact of completion in a newspaper of general circulation.
