12-1-1: LEGAL AUTHORITY:

The legislature of the state of Iowa has in Iowa Code chapter 364, as amended, delegated the power to cities to exercise any power and perform any function it deems appropriate to protect and preserve the rights, privileges and property of the city or of its residents, and to preserve and improve the peace, safety, health, welfare, comfort and convenience of its residents. (Ord. 2002-104, 8-27-2002)
