8-1-1: CONTROL AND SUPERVISION OVER SYSTEM:
The waterworks system shall be under the control of the city council. A council member shall be designated at the first council meeting after January 1 of each year to have supervision over the waterworks system, subject to the control of the entire city council. (Ord. 41; amd. 2015 Code)
8-1-2: WATERWORKS FUND:
There shall be an account kept by the city treasurer, known as the waterworks fund. All monies received from the sale of waterworks bonds, from the collection of water rents, from taxation for waterworks purposes, from the sale of any property or material connected with the waterworks, from any appropriation made by the city council for the purpose of construction or extension of waterworks or from any source whatever connected with the management and operation of the waterworks system, shall be paid out of this fund. 8-1-3: RULES CONTRACT WITH USER:
   A.   Assent To Comply: The rules, regulations and water rates hereafter set out in this chapter shall be considered a part of the contract with every person who is supplied with water through the waterworks system, and every person, by taking water, shall be considered to express his assent to be bound thereby.
   B.   Failure To Comply; Turn Off Water: When any of the same are violated, or such others as the city council may adopt, the water shall be cut off from the building or place of such violation and shall not be turned on except by order of the director of public works, or his duly authorized agent, and only then after the payment of the expense of shutting off the water and turning it on again, and such other items as the city council or waterworks committee thereof determine, and in case of such violation, the council or waterworks committee thereof shall have the right to declare forfeited any payment made for water by the person committing such violation.
