(a) There is hereby established a Recreation Board for the City, to serve in an advisory capacity. The Board shall be comprised of five residents of the City. One member shall be appointed by the North Royalton Board of Education by a majority vote. The North Royalton Board of Education may also appoint an alternate who shall have the same powers and duties as the original Board member only during the absence of said Board member. Said member shall serve a calendar year term and shall serve until his/her successor is duly qualified and appointed. Said member may be reappointed. One member shall be a Council member, to serve during his or her term of office and to be appointed by a majority vote of Council. The remaining three members shall be appointed by the Mayor, subject to the approval of a majority of Council Each member appointed by the Mayor shall serve for two years, or until his or her successor is duly qualified and appointed, and may be reappointed by the proper authority and procedure.
(b) The Board shall elect its own Chairperson and Secretary to serve for a term of one year, or until successors are duly elected and qualified. The Board may provide for the election of other officers if the Board deems it necessary.

(a) The Recreation Board, in addition to the duties stated in Article XIII of the City Charter, shall perform all functions and duties hereinafter provided, by recommending to the Mayor all action it deems necessary to effectuate and implement the recreational programs, which action shall be subject to the approval of a majority of Council.
(b) The Board shall make surveys to determine the present and future recreational needs of the City. It shall evaluate existing programs, personnel and facilities. A priority schedule of land acquisition, building and facilities problems shall be forwarded by the Board to the Mayor and Council for inclusion in the comprehensive general plan of the City's development.
(c) The Board shall determine policies, rules and regulations, establish standards of performance and initiate a record and accounting system, all of which shall be recommended to the Mayor and Council and be subject to their approval before action.

(a) The Recreation Board shall interview applicants for the position of Recreation Director if a vacancy in such position exists. If a vacancy exists, the Board shall recommend to the Mayor its choice of applicants for the position of Director.
(b) Notwithstanding subsection (a) hereof, the Mayor may appoint the Director as set forth in Article IX of the City Charter.

(a) All costs and expenses for the operation of a recreation program, including the payment of salaries, the acquisition of property and equipment, and maintenance and upkeep of the same, shall be the responsibility of the Municipality unless otherwise agreed or unless an agreement between Council and the North Royalton Board of Education provides for a different responsibility.
(b) The Recreation Board, with the assistance of the Recreation Director, shall compile an annual report regarding financial conditions and an inventory of equipment, supplies and facilities, including a complete record of programs, activities and community participation. The Board shall also submit its request for appropriations in the manner and at the time prescribed by law.
