The Municipality of North Royalton shall have the power and authority to change its boundaries and annex other territory contiguous to it in the manner authorized by the general laws of Ohio; but no territory shall be detached from it, nor shall the Municipality be annexed to any other municipality without the consent of a majority of its electors voting on such questions. Such question shall be submitted to the electors only at a regular election in such manner as the Council shall by resolution or ordinance prescribe.
