§ 35.21 DUTIES, PROCEDURES OF TRAFFIC VIOLATIONS BUREAU.
   The following duties are imposed upon the traffic violations bureau in reference to traffic offenses:
   (A)   It shall accept designated fines, issue receipts, and represent in court such violators as are permitted and desire to plead guilty, waive court appearance, and give power to attorney.
   (B)   It shall receive and issue receipts for cash bail from the persons who must or wish to be heard in court, enter the time of the appearance on the court docket, and notify the arresting officer and - witnesses, if any, to be present.
   (C)   It shall keep an easily accessible record of all violations for which each person has been guilty during the preceding 12 months, whether such guilt was established in court or in the traffic violations bureau.
   (D)   The traffic violations bureau shall follow such procedure as may be prescribed by the traffic code or as may be required by any laws of this state.

§ 35.22 BUREAU TO KEEP RECORDS.
   The traffic violations bureau shall keep records and submit summarized monthly reports to the city court of all notices issued and arrests made for violations of the' traffic code. and state laws, of all the fines collected by the traffic violations bureau or the court, and of the final disposition or present status of every case of violation of the provisions of said laws and ordinances. The records shall be so maintained as to show all types of violations and the totals of each. The records shall be public records.

§ 35.23 RESERVE POLICE FORCE.
   (A)   There is created the reserve police department.
   (B)   Upon recommendation of the board of works and safety of the city, the maximum number of authorized reserve police officers is hereby established to be not more than the regular police officers from time to time in the employ of the city.
   (C)   The chief of police of the city is designated to establish rules directing and governing the activities of all police reserves, the rules to be in writing and maintained on file with the public records of the city.
   (D)   In all other respects, the operation, appointment, compensation, and training shall be governed by the laws of the state as from time to time amended.
   (E)   There may be appropriated by the common council of the city such funds as may be allowed by the laws of the state for use for or on behalf of police reserve officers.

§ 35.24 APPOINTMENTS, DEMOTIONS.
   The appointments to offices set forth in this chapter may be made by the police chief or fire chief for their respective departments with the approval of the board of public works and safety. However, any demotion from a rank may be made by the police chief for the police department or by the fire chief for the fire department without the approval of the board of public works and safety.

§ 35.25 DUTIES DETERMINED BY CHIEF.
   In the event the rules and regulations of the police or fire department fail to define the functions and duties to be performed by a particular officer or member of a department, then the functions and duties of such officer or member will be determined by the chief of department.

§ 35.26 POLICE DEPARTMENT POLICY AND PROCEDURE MANUAL ADOPTED.
   The Noblesville Police Department Policy and Procedure Manual is hereby approved. The Chief of the Noblesville Police Department, and/or his designee, shall prepare sufficient copies of the Policy and Procedure Manual so that each member of the Police Department shall receive, and acknowledge receipt of, the Policy and Procedure Manual. Any member of the Noblesville Police Department who violates any of the rules and regulations set out in the Noblesville Police Department Policy and Procedure Manual may be disciplined pursuant to General Order 26 of the Police Policy and Procedure Manual and pursuant to I.C. 36-8-3.
