(A) There is established in the police department of the city, a juvenile aid division to be under the control of the board of public works and safety and the juvenile aid council.
(B) It shall be the duty of the juvenile aid division, with such aid as may be rendered by other such law enforcing agencies, to create and maintain the following activities of the juvenile aid division: school safety patrols, junior police, scouts, bicycle licensing, bicycle courts, or any other activity which in the opinion of the juvenile aid council will be beneficial to juveniles in promoting better citizenship or juvenile safety.
