(A) The common council of the city may, upon recommendation of the juvenile aid council, appropriate sums of money from the general fund of the city for the purpose of paying the necessary expenses to be incurred by the juvenile aid council.
(B) Any moneys derived by the juvenile aid division from the operation of licensing of bicycles or from any other source of operation shall be turned over to the general fund of the city by the juvenile aid division through its juvenile officer.
