There is established a traffic commission to serve without compensation. It shall consist of the traffic engineer, or in his discretion, as his representative the chief of the traffic division, the mayor, the fire chief, the street commissioner, and the city attorney and such number of other city officers and representatives of unofficial bodies as may be determined and appointed by the mayor. The chairman of the commission shall be appointed by the mayor.
