A volunteer fire department is hereby established to prevent and extinguish fires and to protect lives and property against fires, to promote fire prevention and fire safety, and to answer all emergency calls for which there is no other established agency.

The Fire Chief and other officers shall be appointed by and serve at the pleasure of the Mayor, subject to City Council approval. As a department head, the Fire Chief shall report directly to the City Administrator, consistent with Sections 15.02(1) and 21.02(3).
