For use in this chapter the following terms are defined:
1. “Mobile home” means any vehicle without motive power used or so manufactured or constructed as to permit its being used as a conveyance upon the public streets and highways and so designed, constructed or reconstructed as will permit the vehicle to be used as a place for human habitation by one or more persons; but also includes any such vehicle with motive power not registered as a motor vehicle in Iowa. A mobile home means any such vehicle built before June 15, 1976, which was not built to a mandatory building code and which contains no State or Federal seals.
Mobile home parks are subject to the following requirements:
1. Minimum Development Requirements. (See Zoning Regulations.)
2. Utilities. The water and sanitary sewer systems shall be designed, constructed and maintained according to the requirements of the State, County and City. If it becomes known to the City that the owner has failed to perform required maintenance on the water system or the sewer system and that said systems are affecting or could potentially affect the health and safety of the users or others, the City will refer the situation to the appropriate State and County regulatory agencies. In addition to the requirements contained in the Zoning Regulations, the following requirements must be met:
A.
Any extension of City water and sewer services shall be provided by the mobile home park owner or operator at the owner’s expense. Owner of the park is to pay all costs of construction, maintenance and operation of any sewer lift and forced main, if required. Any sewer lift is to be located on park property.
B.
The mobile home park developer shall provide six-inch water main service with fire hydrants in the park area in accordance with City specifications.
3. Streets. In addition to the requirements contained in the Zoning Regulations, the following requirements must be met:
A.
Curb, gutter and streets are to be constructed for at least 25 mobile home lots prior to occupancy of the park.
B.
Repair and maintenance, including snow removal, are the responsibility of the mobile home park owner or operator.
