Fire sprinkler systems may be connected to water mains by direct connection without meters under the direct supervision of the Superintendent. No open connection can be incorporated in the system, and there shall be no valves except a main control valve at the entrance to the building which must be sealed open.

Outside reading devices shall be required and installed on water services and in accordance with the following:
A.
When billing for water service has been estimated for three consecutive billing periods because the meter reader could not obtain entrance to the premises at the time of appearance at the premises to read the meter;
B.
When the current water customer as shown on the City Water Department records discontinues the water service and a new customer undertakes the service;
C.
Upon the request of the current customer; or
D.
As mandated by the installation schedule established by the City.
2. The Water Department will install the outside reading device and the owner of the property shall be responsible for payment of an installation fee as set by resolution of the Council. The outside reading device shall be installed as close to the water meter as possible, with a minimum of thirty (30) inches and a maximum of sixty (60) inches above the finished ground elevation. The outside reading device shall at no time be placed within an inaccessible fenced area or in the proximity of any shrubbery or other obstacle which would restrict access to the reading device.
3. In residential rental properties, when conversion occurs due to tenant change, any fees for outside meters and their installation will be assessed against the landlord.
4. Effective July 1, 1998, all new construction or remodeling, including finishing walls or ceilings in basements, shall provide a ½-inch open conduit to the outside of the building which shall run from the water meter to the most acceptable front corner, as high on the outside wall as is practical.
The property owner shall provide all necessary piping and fittings for proper setting of the meter including a valve on the discharge side of the meter. Meter pits may be used only upon approval of the Superintendent and shall be of a design and construction approved by the Superintendent. All meters shall be sealed to prevent tampering or altering of the metering or service device so as to cause inaccurate readings.
The full cost of any meter larger than that required for a single-family residence shall be paid to the City by the property owner or customer prior to the installation of any such meter by the City, or, at the sole option of the City, the property owner or customer may be required to purchase and install such meter in accordance with requirements established by the City.
Whenever a water meter owned by the City is found to be out of order the Superintendent shall have it repaired. If it is found that damage to the meter has occurred due to the carelessness or negligence of the customer or property owner, or the meter is not owned by the City, then the property owner shall be liable for the cost of repairs.
