3-1-11: TRANSFER OR ASSIGNMENT OF LICENSE:
   A.   Procedure:
      1.   Authority To Transfer: Where the transfer is not otherwise prohibited, any person to whom any license shall have been issued may, with the permission of the village president, assign and transfer the same to any other person of approved character and qualifications.
      2.   Form: Such assignment shall be executed in the form prescribed by the village president.
      3.   Surrender Of License: The person to whom such license is issued or the assignee of such license, shall surrender such assigned license to the village clerk, and if required to do so by the village president, shall also surrender any license certificate, tags, plates, badges, emblems or other insignia which have been issued to the licensee.
      4.   Issuance Of New License: A new license shall then be issued for the unexpired term of the old license, authorizing the assignee or transferee of such license to engage in the same business or occupation at such place as may be named in such new license; provided, however, no business or occupation shall be engaged in at any new location until such assignee or transferee shall have complied with the provisions of any section of this title or ordinance relating to the engaging in of such business or occupation at such new location.
      5.   Bond Requirement: In all cases where a bond is required, the person obtaining such new license shall give a bond with sureties which shall conform as near as may be to the bond upon which such surrendered license was issued.
   B.   Transfer Limitation: No more than one transfer of ownership shall be allowed on any license. (Ord. 608, 10-8-1986)
3-1-12: POSTING OF LICENSE:
   A.   Posting Required: It shall be the duty of every person conducting a licensed business in the village to keep his license posted in a prominent place on the premises used for such business at all times.
   B.   Removal Upon Expiration: No license certificate, plate, badge, tag, emblem, or other insignia shall be permitted to remain posted or displayed after the period for which the license was issued has expired. (Ord. 608, 10-8-1986)
3-1-13: DUPLICATE, REPLACEMENT OF LICENSE OR INSIGNIA; FEE:
In the event any licensee who has been furnished a plate, badge, tag, emblem, or other insignia in accordance with the provisions of any section of this title or any ordinance, shall lose the same, it shall be within the discretion of the village president to authorize the issuance of a duplicate insignia, upon the making of an affidavit of loss by such person and the payment of a fee of two dollars ($2.00) to the village clerk, unless otherwise specifically provided. 3-1-14: BUILDING AND PREMISES:
No license shall be issued for the conduct of any business, and no permit shall be issued for any purpose or activity, if the premises and building to be used for the purpose do not fully comply with all applicable ordinances and regulations of the village and the state. (Ord. 608, 10-8-1986)
3-1-15: LOCATION REQUIREMENTS:
   A.   Change Of Location; Notify Clerk: The location of any licensed business or occupation, or the location of any permitted act, may be changed; provided, that ten (10) days' notice thereof is given to the village clerk in the absence of any provision to the contrary; provided, however, that all applicable ordinances and regulations of the village shall be complied with.
   B.   Multiple Locations: No license for the operation of a business or establishment in the village shall be construed to permit the operation of a licensed business or establishment in more than one location in the village; a separate license shall be required for each location of a licensed establishment. For the purposes of this title, the existence of a single location shall be evidenced by the fact that all buildings containing the principal or accessory uses shall be connected or shall be located on the same lot or parcel, shall be operated and managed by the same person or owner, and shall be an establishment with the same classification. 3-1-16: INSPECTIONS; LITTERING; SNOW AND ICE REMOVAL:
   A.   Right Of Entry: Whenever inspections of the premises used for or in connection with the operation of a licensed business or occupation are provided for or required by ordinance, or are reasonably necessary to assure compliance with the provisions of any ordinance or regulation of the village, or to detect violations thereof, it shall be the duty of the licensee or the person in charge of the premises to admit thereto for the purpose of making the inspection any officer or employee of the village who is duly authorized to make such inspection at any reasonable time that such admission or entry is requested.
   B.   Furnish Samples To Officer: Whenever an analysis of any commodity or material is reasonably necessary to assure compliance with the provisions of any ordinance or regulation, or to detect violations thereof, it shall be the duty of the licensee or the person in charge of the premises to furnish to any duly authorized officer or employee of the village requesting the same, sufficient samples of such commodity or material.
   C.   Refusal To Comply; License Revocation: In addition to any other penalty which may be provided, the village president may revoke the license of any owner or operator of a licensed business in the village who refuses to permit any duly authorized officer or employee to make such inspection or to take an adequate sample of said commodity or material, or who interferes with such officer or employee while in the performance of his duties; provided, however, that no license shall be subject to revocation for such cause unless such officer or employee has been refused permission to enter upon the premises in the name of the village after first having presented a written authorization from the village president for such entry.
   D.   Littering Public Ways; Snow And Ice Removal: It shall be unlawful for any person licensed to engage in any business or occupation on premises abutting a public way or for any person using any part of a public way for or in connection with his business or occupation to litter or to permit the accumulation of any paper, rubbish or refuse upon that portion of the public way abutting said premises or on and about that portion of the public way so used. It shall also be the duty of the licensee to remove the snow and ice from the sidewalk in front of his premises. (Ord. 608, 10-8-1986)
3-1-17: NUISANCES PROHIBITED:
   A.   Generally: No business or establishment, whether or not licensed, shall be so conducted or operated as to constitute a nuisance in fact; and no building, vehicle, structure, yard, lot, premises, or part thereof, shall be used, kept, maintained, or operated in connection with any business or establishment so as to occasion any nuisance, or so as to be dangerous to life or detrimental to health.
   B.   Unsafe Or Unhealthful Business:
      1.   No building or structure, utilized, constructed, or maintained in connection with any business or occupation, shall evidence an unsanitary, unsafe, or dangerous condition.
      2.   No substance, matter, or thing of any kind whatever, which shall be dangerous or detrimental to health, shall be allowed to exist in connection with any business or occupation, or be used in any work or labor performed in the village.
   C.   Garbage Disposal: All licensees shall comply with the provisions of this code and ordinances of the village with respect to refuse and garbage disposal 1 . (Ord. 608, 10-8-1986)

3-1-18: DEFACING, DAMAGING OR REMOVING LICENSE OR INSIGNIA:
   A.   Defacing License: No person shall add to, alter, deface, forge, or counterfeit any license certificate or license plate, tag, badge, emblem, or other insignia which has been or is being issued by the Village.
   B.   Removal Prohibited; Exception:
      1.   No person shall destroy, obliterate, take, remove or carry away without the consent of the owner, any license certificate or license plate, tag, badge, emblem, or other insignia which has been issued by the Village; except that said certificate, plate, tag, badge, emblem, or other insignia may be removed after the licensed business has been discontinued or the licensed premises has been abandoned.
      2.   Nothing herein contained shall prevent the Village President or his duly authorized representative from removing any license certificate, emblem or insignia from the possession of a former licensee, his premises, or any vehicle when said license has been revoked under the provisions of any section of this title or any ordinance.
