   670.35   SKIN DIVING AREAS.
   (a)   No person shall skin dive in City waters, except within a distance of 50 feet from the shore or pier not within any channel or passageway ordinarily used by watercraft. Skin diving and scuba diving may be permitted in other areas when the diver is accompanied by an occupied watercraft and the area in which he is diving is marked by an adequately displayed diver's flag. The operator of the watercraft shall yield the right-of- way to skin and scuba divers and not approach to within 200 feet of such diver's flag. No such diver shall surface further than 50 feet from such diver's flag. The diver's flag referred to an this section shall be such as described in Section 670.01.

   (b)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
   670.36   WATER SKIING AREAS.
   (a)   No person shall ride or attempt to ride on one or more water skis, aquaplane or other similar device, nor shall any person operate a watercraft towing such person on the waters of the City within 200 feet from shore or any other permanent or temporary obstruction, pier, breakwall, boat or yacht club entrance, swimming beach, anchored watercraft or any other watercraft when such skiing would constitute a hazard to life or property, provided that this section shall not apply to watercraft used in duly authorized ski exhibitions or tournaments.

   (b)   Whoever violates this section is guilty of a minor misdemeanor.
   670.37   SPECIAL SPEED LIMITATIONS.
   (a)   No operator of a watercraft passing close to swimming areas, moored watercraft, watercraft engaged in fishing, or buoys and markers, shall fail to reduce his speed so as to prevent his wash or wake from causing damage or unnecessary inconvenience to occupants of the area or other watercraft.
   (b)   No operator of a watercraft shall fail to keep clear and slow down or stop, as conditions may require, to avoid interference with any tender, sand-sucker, dredge, pile- driver launch, skiff, floating plant or other vessel engaged in working buoys, employed in improving the channel or otherwise engaged in work upon the water, under the water or at the water's edge.

   (c)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
   670.38   POLLUTION OF WATERS.
   (a)   No person shall permit any vessel to discharge, deposit, throw or spill, within the waters of the City, any crude petroleum, gasoline or other similar volatile inflammable oils, and no person shall pump or empty, while within the waters of the City, the bilge water or any bilge residue from the bilges of any steamship, tugboat, tanker, oil barge or any other vessel that burns or conveys fuel oil or distillates.
   (b)   No person shall throw, dump, place, deposit, or cause or permit to be thrown, dumped, placed or deposited, any garbage, refuse, vegetable matter, filth, dung, carrion, dead animal, offal or putrid or unwholesome substance, or the contents of any privy, water closet, catch basin, cesspool or vault, upon the margin or banks or within the limits or into the waters of the City.

   (c)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
   670.39   RENTING OF WATERCRAFT.
   (a)   No person owning, leasing or controlling any wharves, piers, bulkheads or structures thereon, or waters adjacent thereto, or any basins, ships, docks, waterfronts, land under water or structures on any such places within the City, or any agent or employee of such person, shall rent, lease or hire to any person 16 years of age or under any vessel of any description whatever, or to any person who is under the influence of alcohol, or who, by reason of having been drinking any alcohol, may be incompetent to take charge of the management of a watercraft.

   (b)   Whoever violates this section is guilty of a minor misdemeanor.
   670.40   THROWING OBJECTS AT WATERCRAFT PROHIBITED.
   (a)   No person shall throw or attempt to throw at any watercraft any stone, stick or other missile with intent to injure anyone or damage any property.

   (b)   Whoever violates this section is guilty of a minor misdemeanor.
   670.41   DUTIES OF OPERATOR FOLLOWING COLLISION.
   (a)   (1)   No operator of any watercraft involved in a collision, accident or other casualty, so far as he can do so without serious injury to his own watercraft, crew and passengers, shall fail to render to other persons affected by the collision, accident or other casualty, such assistance as may be practical and as is necessary in order to save them or minimize any danger caused by the collision, accident or other casualty. No such person shall fail also to give his name, address and identification of his watercraft, in writing, to any person injured and to the owner of any property damaged in the collision, accident or other casualty, or to any person who requests such information.
      (2)   In case of collision, accident or other casualty involving watercraft, the operator thereof, if a collision, accident or other casualty results in death or injury to a person or damage to property in excess of one hundred dollars ($100.00), shall file with the Police Department a full description of such collision, accident or other casualty within 24 hours.
