(a) No person owning, leasing or controlling any wharves, piers, bulkheads or structures thereon, or waters adjacent thereto, or any basins, ships, docks, waterfronts, land under water or structures on any such places within the City, or any agent or employee of such person, shall rent, lease or hire to any person 16 years of age or under any vessel of any description whatever, or to any person who is under the influence of alcohol, or who, by reason of having been drinking any alcohol, may be incompetent to take charge of the management of a watercraft.

(b) Whoever violates this section is guilty of a minor misdemeanor.
