165.01 ESTABLISHMENT OF COMMISSION.
   There is hereby established a Community Arts Commission of the City of Mentor which shall consist of not less than eleven (11) members who shall serve without compensation for a term of three years, eight (8) of which members shall at all times be electors of the City of Mentor.
   If practicable, consideration shall be given to the appointment of representatives of the following organizations, to wit: the Mentor Exempted Village School District; the Mentor Public Library; the Creative Artists Association of Lake County; Lakeland Community College, Humanities Department; the Mentor Chamber of Commerce; the Lake County Historical Society; and a Mentor Homeowner Association.
   The Director of Parks, Recreation and Facilities shall be an ex-officio, non-voting member of the Commission.
   Vacancies occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.

165.02 PURPOSE.
   The Community Arts Commission shall plan and coordinate a community-wide cultural program which will encourage and expand cultural activities and enrichment opportunities throughout and into the community. The Commission shall seek to:
    (1)    Provide a continuing series of cultural events and experiences which make living in the community a source of pleasure and inspiration;
   (2)    Provide an active role in educating and motivating the citizens of Mentor to the value of the cultural arts;
   (3)    Significantly increase community involvement and interest in cultural activities;
   (4)    Coordinate all applicable community resources which would provide for a direct positive impact on community cultural enrichment;
   (5)    Utilize the arts as tools to enhance ethnic, historic and social traditions pertinent to the City; and
   (6)    Seek donations and other funding for cultural activities.

165.03 AUTHORITY.
   The Community Arts Commission shall serve as an advisory commission to the City of Mentor and shall have those powers granted by this section and those which may hereafter be passed by Council relating to the Community Arts Commission. (1969 Code 33.82)
