163.01 ESTABLISHMENT OF COMMISSION.
   There is established a City Beautification Commission consisting of eleven (11) citizen members who shall serve without compensation and who shall be appointed by Council for a term of four (4) years, except that the term of three of the citizen members of the first commission shall be for a term of two years, and the term of three citizen members shall be for a term of one year. one of said citizen members shall be designated "Member for the Preservation of Open Spaces." City Tree Commission members may also serve as members of the City Beautification Commission. The Director of Parks, Recreation and Public Lands and the Superintendent of Parks and Public Lands shall be ex-officio members of the Commission without voting rights.

163.02 PURPOSE.
   The Beautification Commission shall plan and direct general landscaping, clean-up, paint-up and fix-up campaigns within the City and shall do all things necessary to enhance the physical and natural beauty of the City's structures and terrain.

163.03 POWERS.
   The powers of the City Beautification Commission shall be those granted by this section and those which may be hereafter passed by Council relating to the City Beautification Commission. (1969 Code 33.32)
