1313.01 PURPOSE.
   This chapter sets standards for the construction, reconstruction or expansion of appropriately designed buildings and sites, in order to protect and promote the health, safety and general welfare, and to prevent deterioration of the appearance of the City. It is the purpose of this chapter to prevent buildings and sites that have the potential to negatively impact or destroy the opportunity for the development of business and industry, and thereby lead to a deterioration of tax values and commerce. The purpose of this chapter is also to establish the Municipal Planning Commission (MPC) as the approval authority for architectural review of commercial, industrial and multi-family residential development, and to hear appeals of the orders or decisions of the Chief Building Official (CBO) relative to the enforcement of this chapter. The MPC has the authority to regulate the exterior appearances of all buildings, structures, and improvements proposed for alteration or erection in such districts and to set standards and procedures for approval.
