(a) The exterior design of a building or structure subject to Section 1133.02, Site Development Plan Required will be evaluated in accordance with the Design Guidelines for Industrial and Commercial Areas and the following standards and criteria:
(1) The proposed architectural design is suitable in terms of architectural features, general design and arrangement, texture, color, line, mass and material.
(2) The proposed structure, building or improvement is compatible with existing structures conforming to this chapter.
(3) The proposed structure, building or improvement would promote the general welfare and prevent deterioration of the appearance of the City, in order to maintain or augment the City's tax base and generate business activity.
(4) The proposed freestanding buildings or in the case of partially freestanding building use architecturally harmonious materials, color and treatment on all portions of all exterior walls.
(5) The combination of architectural elements proposed for a structure, building or improvement, in terms of design, mass, color, material, lighting, landscaping, roofline and height conform to accepted architectural principles and detailing required for permanent and durable buildings.
(6) The proposed structure, building, or improvement, in terms of design, material, texture, color, lighting, landscaping, mass, roof line and height, is designed to serve primarily as an advertisement or commercial display, exhibits exterior detailing likely to deteriorate rapidly, would be plainly offensive to human sensibilities or would otherwise constitute a reasonable foreseeable detriment to the community.
(7) The proposed structure, building or improvement conforms to the principles outlined in the Design Guidelines for Commercial and Industrial Areas.
(b) The exterior design of a building or structure subject to Chapter 1321 will be deemed to conform only if the exterior design of a building or structure is not excessively similar in relation to any other structure existing or for which a permit has been issued on a site within three contiguous lots along a single street of the proposed construction. Lot lines shall be considered to extend to the centerline of the street. Building elevations shall not be apparently identical, including the arrangement of either doors, windows, porches or other openings or breaks in the facade, nor shall there be a direct reverse arrangement. other significant features, such as, but not limited to, exterior materials, roof line, color or other design elements, shall not be employed or arranged in such a way that the structure being constructed appears to be identical with other nearby structures as referred to above.
