Upon the impounding of any dog, it shall be the duty of the city dog officer or his authorized representatives to notify the owner of the dog impounded if the owner is known. If the owner is not known, there shall be posted at once in the municipal dog pound and police bulletin board at the city hall a notice containing a description of the dog impounded.
