It shall be the duty of the city to provide access to facilities for rabies vaccination and registration of impounded dogs at the municipal dog pound or at such other places as may be used for the care and shelter of impounded dogs so that all impounded dogs may be vaccinated against rabies prior to the release of the dogs by the city dog officer.
