It is the duty of the dog officer or his authorized representative to release any dog from the municipal dog pound upon receipt of satisfactory proof of ownership thereof, upon payment of a pound service fee of $15 for each day that the dog has been impounded, and upon presentation of proof of vaccination for rabies and proper registration of the dog in accordance with the provisions of this chapter.
