It shall be the duty of every person who owns or harbors any dog or dogs three months of age or over in the city to have such dog or dogs inoculated annually, if the vaccine is licensed only for one-year use, or triannually, if the vaccine is licensed for three-year use, and shall present evidence of such vaccination each year when applying for a license for such animal.
