Sec. 22.1. Creation of the Department.

   There is hereby created a department within the government of the City to be known as the Department of Animal Services, hereinafter referred to in this chapter as the “Department”.

Sec. 22.4. Board of Commissioners.

   There shall be a Board of Animal Services Commissioners who shall be appointed, removed, and organized in accordance with Charter Sections 501-503. The Department shall be under the control and management of the Board.

Sec. 22.5. Appointment and Removal of the General Manager.

   The general manager shall be appointed and may be removed in accordance with Charter §508(b) and (e).

ARTICLE 3 POWERS AND DUTIES IN GENERAL

Sec. 22.8. General Manager.

   The general manager shall have those powers and duties set forth in Charter Section 509.

Sec. 22.9. Enforcement of Ordinances Relating to Dumb Animals, Public Pound; Animal Licenses.

   The Department of Animal Services shall have the power and duty:

   (1)   To enforce all ordinances of the City of Los Angeles and the penal laws of the State relating to the care, treatment or impounding of dumb animals or for the prevention of cruelty to the same.

   (2)   To provide and maintain a public pound wherein animals may be impounded.

   (3)   To enforce the ordinances of the City requiring the payment of money for licenses for animals within the City.

   (4)   To receive, investigate and report to other city departments concerning complaints of disturbing or offensive noise or conduct of animals or fowl kept or maintained in the City.
