Sec. 22.9. Enforcement of Ordinances Relating to Dumb Animals, Public Pound; Animal Licenses.
 
   The Department of Animal Services shall have the power and duty:
 
   (1)   To enforce all ordinances of the City of Los Angeles and the penal laws of the State relating to the care, treatment or impounding of dumb animals or for the prevention of cruelty to the same.
 
   (2)   To provide and maintain a public pound wherein animals may be impounded.
 
   (3)   To enforce the ordinances of the City requiring the payment of money for licenses for animals within the City.
 
   (4)   To receive, investigate and report to other city departments concerning complaints of disturbing or offensive noise or conduct of animals or fowl kept or maintained in the City.
