Discharges of petroleum oil, nondegradable cutting oil or products of mineral-oil origin are now prohibited if discharged in amounts that can pass through or cause interference. At no time shall any water or waste be discharged containing fats, wax, grease or, whether emulsified or not, in excess of eighty mg/1 ether soluble or containing substances which may solidify or become viscous at temperatures between thirty-two degrees Fahrenheit ( 32°F) and 140 degrees Fahrenheit (140°F) or sixty degrees Centigrade (60°C).

The City may impose mass limitations on industrial users which are suspected of using dilution to meet the pretreatment standards or requirements of these rules and regulations, or in other cases where the imposition of mass limitations is deemed appropriate by the City.

(a) Pretreatment Facilities. Industrial users shall provide wastewater treatment as necessary to comply with these rules and regulations and shall achieve compliance with all categorical Pretreatment Standards, Local Limits, and the prohibitions set out in Section 915.100 of these rules and regulations within the time limitations specified by EPA, the State, or the Director, whichever is more stringent. Any facilities necessary for compliance shall be provided, operated, and maintained at the industrial user's expense. Detailed plans describing such facilities and operating procedures shall be submitted to the Director for review, and shall be acceptable to the Director before such facilities are constructed. The review of such plans and operating procedures shall in no way relieve the User from the responsibility of modifying such facilities as necessary to produce a discharge acceptable to the City under the provisions of these rules and regulations.
(b) Accidental Discharge/Slug Discharge Control Plans. The Director shall evaluate whether each industrial user needs an accidental discharge/slug discharge control plan or other action to control Slug Discharges. The Director may require any user to develop, submit for approval, and implement such a plan or take such other action that may be necessary to control Slug Discharges. Alternatively, the Director may develop such a plan for any user. An accidental discharge/slug discharge control plan shall address, at a minimum, the following:
(1) Description of discharge practices, including nonroutine batch discharges;
(2) Description of stored chemicals;
(3) Procedures for immediately notifying the Director of any accidental or Slug Discharge, as required by Section 915.300 of these regulations; and
(4) Procedures to prevent adverse impact from any accidental or Slug Discharge. Such procedures include, but are not limited to, inspection and maintenance of storage areas, handling and transfer of materials, loading and unloading operations, control of plant site runoff, worker training, building of containment structures or equipment, measures for containing toxic organic pollutants, including solvents, and/or measures and equipment for emergency response.

FEES
When it is deemed necessary by the City to sample any industrial wastes discharged into its public sewers, the industry or user shall bear all cost of said sampling. Normal operation of gauging and sampling of any manhole or any other point of discharge shall be the time required, as determined by the City, to obtain representative samples of the effluent discharged. Cost shall be as listed in Section 915.203. (Ord. 30-14. Passed 3-3-14.)
All cost for analytical tests, which are performed by the City Water Pollution Control laboratory, under the direction of the Chemist, and performed for an industry because of its discharge to a public sewer either to determine compliance with these rules and regulations or to determine a rate for surcharge, shall be borne by the owner or industry being tested. This rate will be as listed in Section 915.203.

The City shall collect fees as described below. The Water Pollution Control Board may periodically review and amend fees as necessary.
