The City shall claim surcharges on discharges whether continuous, batch, or accidental spill based on a grab sample or twenty-four hour composite sample. The surcharge shall be assessed for that particular twenty-four hour period. Where a user is continually discharging waste to the sewer system, surcharges shall be based on an average of all tests collected during the surcharge period. The surcharge period is three months. The results of routine sampling and analysis by the user may be used in addition to City data in determining surcharge computations after being confirmed by tests performed by the City. (Ord. 30-14.
