Upon application, the Director of Public Works, being satisfied that all of the following requirements have been complied with, shall issue a permit authorizing the construction of such public improvement. Should the interested property owners not desire to make their own contracts, a resolution shall be passed by Council authorizing the Director of Public Works to construct such public improvements in accordance with the plans prepared and approved as aforesaid.
Following the passage of such resolution, the construction work shall be duly advertised and let according to law and the work done as provided for in the specifications. An amount of money sufficient to cover the costs of the work as estimated by the City Engineer shall be deposited with the Director of Finance in advance of the publication of the advertisement for such work. All engineering work and inspection necessary in connection with the construction work in such thoroughfare shall be charged as a part of the cost of such improvement, the same as is done in construction work in accepted thoroughfares.

The City hereby approves and adopts the Uniform Rules, Regulations and Standards for the Design and Construction of Sewerage Improvements as formulated by the Committee on Uniform Standards dated May 11, 1978, a copy of which Standards is attached to original Ordinance 78-78 as Exhibit "A" and incorporated herein as though fully rewritten.

Excepting duly authorized municipal employees, no owner of property or other person shall make any connection with local or main sanitary or storm sewers, nor shall any person make an opening or excavation in any street or in any other public way or property in the City, without first having obtained a permit therefor from the Director of Public Works.

Before any permit for any such connection, opening or excavation is issued, the owner or other person applying therefor shall pay a permit fee of three dollars ($3.00) for the purpose of covering the cost of issuance of permits, of preservation of necessary records and of inspection. However, such permit fees shall not apply to a public utility which has deposited the sum of three hundred dollars ($300.00) with the Director of Finance to secure the cost and expense of placing any such street, public way or property in a condition as good as existed prior to the making of any such opening or excavation, which deposit is hereby authorized.

In addition to the permit fee and before any such permit is issued, each person, except a public utility which has made the deposit as provided in Section 901.13, shall deposit with the City such sum of money as may be deemed sufficient by the Director of Public Works to cover the cost and expense of placing any street or other public way or property in which an opening or excavation is to be made in a condition as good as existed prior to the making of such opening or excavation. All repairs and replacements of such openings or excavations shall be performed either by the City or in accordance with the requirements of the Director of Public Works. All sewer connections shall be made in accordance with the requirements of the Director of Public Works. All connections, openings or excavations and the replacement or repair thereof shall be subject to such inspection as may be ordered by the Director of Public Works.
