Prior to the commencement of grading, excavation or construction on other than City owned property, the owner or lessee of the property, or the contractor engaged for either grading, excavation or construction thereon, shall obtain a permit from and make a deposit of one hundred dollars ($100.00) cash or certified check with the Department of Public Works or a designee of the Director of Public Works.
