The Director of Public Safety may, when in his judgment it is deemed best, place or have placed on the globe of the street lights certain paint or spots to divert the rays of such street lights when in his judgment the best interests of the public will be served thereby.
Any person applying for such painting or spotting on street lights shall make application therefor to the Director of Public Safety and shall pay for such service the sum of two dollars ($2.00), which shall be placed in the General Fund.

Prior to the commencement of grading, excavation or construction on other than City owned property, the owner or lessee of the property, or the contractor engaged for either grading, excavation or construction thereon, shall obtain a permit from and make a deposit of one hundred dollars ($100.00) cash or certified check with the Department of Public Works or a designee of the Director of Public Works. Such permit and deposit shall be in addition to any other requirements. (Ord. 41-11. Passed 10-3-2011.)
During the progress of any such grading, excavation or construction, the owner or lessee and the contractor shall keep the street pavement, tree lawns and sidewalks free of all dirt and other debris caused by or arising from such work. In default thereof, the Division of Streets, Sewers and Sidewalks shall perform such cleaning and charge the cost thereof to the owner or lessee and to the contractor and, insofar as it may be sufficient, to the deposit provided in Section 901.02. After completion of such work and after determination upon inspection by the Division of Streets, Sewers and Sidewalks that such areas are free of dirt and other debris, such deposit, less the cost of cleaning work performed by the City and a ten dollar ($10.00) permit fee, shall be returned to the depositor thereof.
