During the progress of any such grading, excavation or construction, the owner or lessee and the contractor shall keep the street pavement, tree lawns and sidewalks free of all dirt and other debris caused by or arising from such work. In default thereof, the Division of Streets, Sewers and Sidewalks shall perform such cleaning and charge the cost thereof to the owner or lessee and to the contractor and, insofar as it may be sufficient, to the deposit provided in Section 901.02.
