765.01 PERMIT REQUIRED; APPLICATION.
   Any person in the City desiring to solicit members for any corporation, association or organization which purports or promises to furnish service or protection of any kind to members shall first procure from the Chief of Police a permit to engage in such solicitation in the City. Application for such permit shall be made in writing and shall state the name, address, character and purpose of the concern for which such solicitation is to be made, the name, age, address, character and description of each solicitor to be engaged in such work, and such other information as the Chief of Police may require. The Chief of Police may refuse such application if any misrepresentation is made in connection therewith or if he has reason to believe that such solicitation will be detrimental to the peace, general welfare and safety of the public. Such solicitation in the City without a permit from the Chief of Police is hereby prohibited.

765.02 PROHIBITED METHODS.
   No person shall threaten injury to any person in connection with the soliciting of any person to become a member of any corporation, association or organization which purports or promises to provide protection of any kind to its members or to fix prices for services furnished or commodities sold to the public, with the intent to induce any person to become a member of or associate with any such concern or with the intent to compel him to do an act against his will.

765.99 PENALTY.
   Whoever violates any of the provisions of this chapter shall, for the first offense, be fined not more than five hundred dollars ($500.00), and for any subsequent violation shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than thirty days, or both, for each such offense.
