§ 31.044 ACCEPTANCE OF ASSIGNMENT OF MONEY DUE FROM CITY PROHIBITED.
   The City Clerk is prohibited from acknowledging or accepting any assignment or order of money that may be due or to become due to any person from the city.

§ 31.045 OFFICE HOURS.
   The City Clerk shall keep his office in the City Administration Building of the city and his office hours shall be from 8:00 a.m. until 5:00 p.m. of every working day. The Clerk's office shall be closed on Saturdays, Sundays and holidays.

§ 31.046 ADMINISTRATIVE FEES.
   The City Clerk shall collect the following fees on an as occurring basis:
   (A)   A service fee of $30, which fee is hereby determined to be just and payable, to be paid to the city, by any person, firm or corporation whose check or other fiscal instrument is returned to the city by a financial institution marked to indicate insufficient funds, an account that is closed, or for any other reason can not be paid by the financial institution. The City Clerk may place such charge, if unpaid after 30 days, upon any account open with the city under the name of such person, firm, or corporation to be collected in the same manner as allowed in § 52.22.
   (B)   A fee of $100 for a complete copy of the city code. Exempted from this provision are officials of the city, who shall turn in their copies upon leaving their office, Henry County States Attorney, Office of the Henry County Circuit Court (Kewanee and Cambridge), Southern Illinois University, and the Kewanee Public Library.
   (C)   A fee of $0.25 per page for photocopies.

CITY TREASURER
§ 31.060 OFFICE CREATED; TERM.
   There is hereby created the office of City Treasurer, who shall be appointed by the Mayor with the approval of Council. He shall receive such compensation as may be provided for by the Council from time to time.

§ 31.061 OATH; BOND.
   The City Treasurer, before entering upon his duties, shall take and subscribe the oath or affirmation prescribed by the statutes of the state, and shall execute a bond with good and sufficient securities to be approved by the City Council, payable to the city, in the minimum penal sum of three times the most recent federal population census of the city, conditioned as provided for by law.

§ 31.062 BOOKS OF ACCOUNT TO BE KEPT.
   The City Treasurer shall keep books of account in such manner as to show with entire accuracy all money received by him and from whom and on what account received; and all money paid out by him and on what account said. Such books shall be so kept as to be readily understood and investigated and all books, papers and files of his office shall at all times be open to investigation by the City Council or any Commissioner.
