The City Treasurer shall keep books of account in such manner as to show with entire accuracy all money received by him and from whom and on what account received; and all money paid out by him and on what account said. Such books shall be so kept as to be readily understood and investigated and all books, papers and files of his office shall at all times be open to investigation by the City Council or any Commissioner.
