§ 31.106 OATH; BOND; COMPENSATION.
   Before entering upon the duties of his position, the Health, Building and Zoning Officer shall take the oath prescribed by law for all city officers, and shall execute and deliver a bond payable to the city in the penal sum of $1,000, surety and its cost to be approved and paid for by the city, conditioned upon the faithful performance of the duties of his office. If this officer has a bond from a concurrent position of at least $1,000, an additional bond is not required. As authorized by the Council's annual budget resolution, salary will be set by the City Manager.

§ 31.107 DUTIES.
   The Health, Building and Zoning Officer shall perform such duties as are provided for by law or ordinance, and in addition thereto such other duties as from time to time may be imposed upon him by the City Manager. Specifically he will:
   (A)   Oversee and have charge of the enforcing of the abatement of nuisances of every description on public and private property;
   (B)   Carry out the administration and enforcement of the duties specified in the zoning code (Ch. 155);
   (C)   Assist the City Manager in executing the requirements of the subdivision code (Ch. 154);
   (D)   Be in charge of the various building and construction codes adopted by the City Council. The Building and Zoning Officer shall coordinate all inspection procedures required by the various building and construction codes adopted by the City Council. He shall receive all appeals to be heard by the Zoning Board of Appeals.
   (E)   The Health, Building and Zoning Officer shall submit an annual budget to the City Manager.

§ 31.108 RIGHT OF ENTRY FOR INSPECTIONS; NOTICE OF VIOLATIONS:
   The Health, Building and Zoning Officer, subject to constitutional limitations, and after proper identification, is authorized and shall have the power to enter at reasonable times, upon private or public property for the purpose of inspecting and investigating conditions relating to the enforcement of city ordinances and regulations issued hereunder. Written notice of all violation shall be given to the owners, operators, and licensees of the inspected property.

PLUMBING INSPECTOR
§ 31.120 OFFICE CREATED; TERM.
   There is hereby created the office of Plumbing Inspector, who shall be appointed by the City Manager.

§ 31.121 BOND; OATH.
   The Plumbing Inspector shall take the oath prescribed for all city officers, and shall execute and deliver a bond payable to the city in the minimum penal sum of $2,500, with sureties to be approved by the City Council, conditioned upon the faithful performance of the duties of his office. He shall receive such salary or compensation as shall be provided by the Council from time to time.
