223.05 SEEKING OR HOLDING ELECTED OFFICE.
   The City Manager shall neither seek nor hold any elected government office while serving as City Manager.

223.06 ACTING CITY MANAGER.
   At any time the City Manager is unable to perform the duties of that office, whether because of absence or disability, he or she may delegate such authority to another City employee, subject to prior approval by Council.
   In the event the City Manager position is deemed vacant without any such authority having been previously delegated as described in the preceding sentence, a majority of the members of Council may appoint an Acting City Manager at any time during which the City Manager position remains vacant, for any reason.

223.07 APPOINTMENT OF DEPARTMENT, OFFICE OR AGENCY HEADS; AUTHORITY OF MANAGER TO SERVE AS HEAD.
   All departments, offices and agencies under the supervision of the City Manager shall be administered by an officer appointed by and subject to the direction of the City Manager. With the consent of the City Council, the City Manager may serve as head of one or more departments, offices or agencies or may appoint one person as the head of two or more departments, offices or agencies.

223.08 REQUESTS FOR USE OF CITY FACILITIES AND STREETS; PARADES; COSTS; REIMBURSEMENT; INDEMNIFICATION; CITY-SPONSORED EVENTS.
   (a)   Requests for the use of City facilities and thoroughfares must be made, in writing, to the City Manager's office.
      (1)   Requests for a parade or procession must give the City written notice of the character, time, place and route of such parade or procession and the names of the event officers.
      (2)   Facility use requests shall describe the nature of the event, the date of the event, a description of the City services needed and any other information the City Manager deems appropriate. All requests shall be presented to the City Manager's office in a timely fashion so as to allow the City to coordinate services and schedule staff.
   (b)   To ensure public safety and a smooth flow of traffic, the City hereby establishes an official parade route. All parades shall follow this route, unless otherwise shortened by the City Manager upon the request of the event sponsor. The official parade route shall be as follows:
      (1)   All parades shall start at the corner of Johns Street and Main Street near the Point Stadium.
      (2)   The parade shall then proceed up the length of Main Street.
      (3)   At the corner of Main Street and Bedford Street, the parade shall turn right onto Bedford Street and proceed out Bedford Street.
      (4)   From Bedford Street, the parade shall then turn onto Levergood Street and disband on Vine Street.
   If circumstances require, and the event sponsor wishes to disband near Central Park, the parade shall follow the route described above, but it shall turn left onto Franklin Street and left again onto Locust Street. The parade shall then disband near Central Park.
   (c)   The City shall deliver as many of the requested services on City time as feasible. Should any services or event require the City to incur costs it would not normally have incurred, the event sponsor will be asked to reimburse the City. A fee for the use of City facilities, streets, and parades shall be established by ordinance of City Council and amended from time to time.
   (d)   Event sponsors will be asked to complete an indemnity agreement to protect the City in the event of an accident. This agreement may also include an insurance requirement.
   (e)   The City Manager shall have the authority to determine whether or not a particular event shall be required to comply with the requirements of this section. A particular event may be deemed to be of special significance, where the City will absorb some of the incurred costs. The City Manager has the right to waive the insurance requirement; however, the event sponsors shall be informed that by waiving this requirement they will have no protection in the event of an accident.
   (f)   Certain events have become "City-sponsored" activities due to their impact on local tourism, size, scope and local importance and the prominence such events bring to the City. The City Manager shall have the authority to reduce or waive the requirements described in this section for events meeting the criteria of this subsection.

223.09 CITY INVENTORY.
   (a)   The City Manager is directed to conduct an inventory of all City-owned property, and to submit said inventory to City Council no later than March 30 of each year.
   (b)   The inventory shall be for the preceding calendar year, and shall be reported in a manner deemed appropriate by the City Manager, but shall include the following:
      (1)   Each department head shall submit the inventory for his or her respective department;
      (2)   Inventory shall include description of each item, manufacture, serial number, date of acquisition and cost;
      (3)   Motor vehicles shall be identified by manufacturer identification number, date of acquisition and cost.
   (c)   The City Manager shall establish a system whereby all City assets and/or equipment shall be assigned a City of Johnstown internal control number, and such internal control number shall be affixed to any and all assets and/or equipment.
   (d)   Any City-owned equipment disposed of or removed from the annual inventory shall be noted on the following annual inventory report to Council showing:
      (1)   Date of disposal;
      (2)   Reason for said disposal; and
      (3)   Revenue obtained through disposal, if any.
