223.01 APPOINTMENT; DISMISSAL.
   (a)   Council shall appoint a City Manager, who shall not be a member of Council.
   (b)   Council may require the City Manager to become a resident and domiciliary of the City via adoption of an ordinance establishing the parameters for such requirements.
   (c)   The appointment or dismissal of the City Manager shall be by vote of at least five members of Council, and dismissal need not be for cause.
   (d)   The City Manager upon appointment and following the execution of any employment agreement shall be required to be bonded in accordance with the Home Rule Charter and all other applicable law and in an amount equal to two hundred and fifty thousand dollars ($250,000). The cost of said bonding shall be included within the annual City of Johnstown Operating Budget.
   (e)   The failure of any appointed City Manager to obtain the required bonding, and to maintain such bonding during the term of his/her employment agreement shall constitute cause for, and may result in, dismissal from employment.
