223.07 APPOINTMENT OF DEPARTMENT, OFFICE OR AGENCY HEADS; AUTHORITY OF MANAGER TO SERVE AS HEAD.

All departments, offices and agencies under the supervision of the City Manager shall be administered by an officer appointed by and subject to the direction of the City Manager. With the consent of the City Council, the City Manager may serve as head of one or more departments, offices or agencies or may appoint one person as the head of two or more departments, offices or agencies.
