223.04 BOND; SPECIFIC DUTIES.
   The City Manager shall be bonded as provided by Council and be responsible for the following specific duties:
   (a)   For all personnel matters, including hiring, suspending or removing any Municipal employee, subject to any rights such employee may have under law, the Home Rule Charter, collective bargaining agreements or personnel ordinances and rules.
   (b)   For the submission of a budget and capital program to Council, for the administration of the budget and capital program, for the collection of all taxes, subject to Council's approval of the means of tax collection, and other Municipal revenues, and for the supervision of all Municipal expenditures.
   (c)   For the enforcement of the ordinances and regulations of the City.
   (d)   To direct and supervise the administration of all departments, offices and agencies of the City, except as otherwise provided by the Home Rule Charter or law, and to make recommendations to Council concerning the affairs of the City.
   (e)   To make such other reports as Council may require concerning the operation of the Municipal departments, offices and agencies.
   (f)   To prepare, in consultation with the Mayor and City Clerk, the agenda for each Council meeting, and to post the same on the bulletin board in City Hall.
   (g)   To attend all meetings of Council and its committees with the right to take part in the discussions.
   (h)   To recommend for Council approval which officials and employees shall be bonded, including the amounts of such bonds.
   (i)   To delegate to any department head or other officer responsible to the City Manager the authority to appoint and remove subordinates serving under that department head or officer.
   (j)   To designate an officer or employee to perform the duties of any office or position in the administrative service under the control of the City Manager which is vacant or which lacks administration due to the absence or disability of the incumbent.
   (k)   To prescribe such rules and regulations as shall be deemed necessary or expedient for the conduct and operations of administrative departments, and to revoke, suspend or amend any rule or regulation of the administrative service, by whomever prescribed, unless it is contained in an ordinance or resolution adopted by the Council.
   (l)   To investigate or inquire, either personally or through a person designated by the City Manager, into the operations of any department and, subject to the approval and authorization of the Council, to employ consultants and professional counsel to aid in such investigations or inquiries.
   (m)   To overrule or set aside any action taken by a department head.
   (n)   To establish committees within the administrative service and appoint officers and employees as shall be necessary for the purpose of considering and resolving administrative problems.
   (o)   To assign any employee of the administrative service to any department requiring the services of that employee, provided, however, that such assignment is appropriate to and consistent with the personnel systems classification of the employee and applicable collective bargaining agreements, personnel rules and regulations.
   (p)   To appoint, within the limits of the annual budget, administrative and secretarial personnel to assist in the performance of the duties of the office. Such administrative personnel shall be exempt from provisions of the personnel system and shall serve at the pleasure of the City Manager.
   (q)   To fill the position of the City's Emergency Management Coordinator by either assuming such duties himself or herself or by the appointment or assignment of a qualified person to serve in such capacity.
   (r)   To act as Council's agent, subject to such limitations as Council may impose, in dealing with contractors, other government units, regulatory agencies, citizens and employee representatives.
