§ 120.002 COMPLIANCE WITH LAWS AND REGULATIONS; RESERVATION OF COUNCIL OF RIGHT TO AMEND PROVISIONS.
   All applicable laws and ordinances of the city affecting the operation of taxicabs and motor vehicles for hire and all traffic regulations applicable thereto, now in force or which may hereafter be enacted or put into force, shall be complied with by licensees under this chapter. The licensee shall also comply with and enforce the carrying out of any orders or regulations which may be issued by the City Council, designed for the protection and safety of persons and property or for the comfort, health and convenience of the public. The right is hereby reserved by the Council, at its pleasure or caprice, to amend, alter or repeal this chapter at any time in the future. No licensee operating under this chapter shall acquire any rights under which shall be constructed as preventing the council from taking such action.

§ 120.003 ADDITIONAL RULES AND REGULATIONS; AUTHORITY OF POLICE CHIEF.
   The Chief of Police is hereby empowered to make such additional rules and regulations within the scope of and consistent with this chapter as may be necessary or proper to carry out the terms and provisions of this chapter and effectuate the objects of this chapter. Such rules and regulations, when formulated and published, shall be regarded as part of this chapter.

§ 120.004 OPERATION OF JITNEYS PROHIBITED.
   No person shall operate or cause to be operated upon any street, avenue, boulevard or other public place within the city any jitney, whether such jitney operates wholly within the city, or from some point within the city to some point outside of the city, or from some point outside of the city to some point within the city, or otherwise.

OPERATORS OF TAXICAB SERVICE; LICENSING
§ 120.015 LICENSE REQUIRED.
   No person shall operate for hire, upon the streets of the city, any taxicab or motor vehicle for hire without first obtaining a license therefor from the chief of police or his agent.

§ 120.016 APPLICATION FOR LICENSE.
   Application for license for taxicabs and motor vehicles for hire shall be made by the owner upon blanks to be furnished by the Police Department, Such applications shall contain the full name and address of the owner, class of the vehicle for which a license is desired, the length of time the vehicle has been in use, the number of persons it is capable of carrying, and the motor power thereof.

§ 120.017 LICENSE FEE.
   A taxicab license may be granted by the City Clerk upon the applicant paying into the city treasury a fee designated by City Council resolution for each taxicab or motor vehicle for hire and filing a bond or liability insurance as required by this chapter.
