§ 120.018  CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY.
   No license under this chapter shall be granted until the person applying for such license shall have secured from the Chief of Police a certificate certifying that public convenience and necessity require the operation of the taxicab or motor vehicle for hire. In determining such public convenience and necessity, the City Manager shall consider the number of taxicabs operating in the city and the demands of the public for such taxicab service; financial responsibility of the applicant; the number, kind, type, equipment, schedule of rates proposed to be charged; traffic conditions on the streets of the city; whether the taxicab service will result in a greater hazard to the public, and such other relative facts as the City Manager may deem advisable or necessary.
