No taxicab or motor vehicle for hire shall be licensed under this chapter until it has been thoroughly and carefully inspected and examined and found to be in thoroughly safe condition for the transportation of passengers, clean, fit, of good appearance and well painted. The Police Department is hereby authorized and empowered to establish rules and regulating for the inspection of such public vehicles and their appearance, construction and condition of fitness.
