It shall be mandatory for all licensees under this chapter to file with the license collector copies of all contracts, agreements, arrangements, memoranda or other writings relating to the furnishing of taxicab service to any hotel, theater, hall, public resort, railway station or other place of public gathering, whether such arrangement is made with the licensee or any corporation, firm or association with which the licensee may be interested or connected. Failure to file such copies within seven days shall be sufficient cause for the revocation of the license of any offending licensee or the cancellation of any cab stand privileges.

Nothing in this chapter shall be construed to prohibit any licensed suburban taxicab from coming into the city to discharge passengers accepted for transportation outside the city. While such is in the city, no roof light or other special light shall be used to indicate that the vehicle is vacant or subject to hire, and a white card, bearing the words "Not For Hire" printed in black letters not less than two inches in height, shall be displayed at the right front corner of the windshield of the vehicle, in such a manner as not to obscure vision of the driver. No person shall be solicited or accepted in such vehicle for transportation from any place within the city.

Any person being aggrieved by reason of the conduct or action of any taxicab operator, owner or driver may present his complaint to any police officer. Such complaint shall be promptly investigated by the Police Department and the license of any person complained of may be suspended by the Police Chief or revoked by the City Council after such investigation.

PASSENGERS
Every driver of a taxicab shall have the right to demand payment of the legal fare in advance, and may refuse employment until so prepaid, but no driver of a taxicab shall otherwise refuse or neglect to convey any orderly person or persons upon request anywhere in the city unless previously engaged or unable to do so.

No driver of a licensed taxicab shall carry any other person than the person first employing a taxicab without the consent of the passenger.

No person shall be permitted to ride on the front seat with the driver of a taxicab unless said taxicab has a full load of passengers which were picked up at the same location. In that event, the driver must discharge the front seat passenger first. This provision shall not apply to passengers who are physically handicapped and unable to be transported in the rear set of a taxicab. Any driver who fails to comply with this section may be deprived of his license.
