When a taxicab license has been granted, the licensee shall affix to the taxicab or motor vehicle for hire so licensed a small plate not exceeding six inches in diameter, which shall bear the license number of the vehicle. The registration of such numbers shall be under the administration and control of the Police Department and the design of such license plates shall be changed annually.
