Taxicab licenses issued under this chapter shall not be transferable for a period of 18 months subsequent to the original issuance thereof to the licensee; provided, that in the event of the death of the licensee, such license may be transferable. In the case that the licensee is a corporation, a transfer of the license shall not be permitted for a period of 18 months subsequent to the original issuance thereof to the licensee corporation. Whenever such license is transferred, there shall be a transfer fee of $10.
