The city council shall from time to time by resolution set the rates, fees and charges for services furnished by said combined sewerage system, and said rates, fees and charges shall be based upon the amount of water metered to the premises connected with such system and shall be charged upon each lot or parcel of land, building or premises having any sewer connection with said combined sewerage system.
