§ 54.15 FINDING OF NECESSITY; NEED FOR DRAINAGE.
   The city council has adopted §§ 54.16 and 54.17 of this subchapter after extensive study has indicated the need for elimination of stagnant pockets of standing water at the rear of multiple housing developments and new subdivisions.

§ 54.16 CONTIGUOUS BUILDINGS; DRAINAGE, REQUIREMENTS.
   Whenever three or more houses are constructed contiguous to one another, the person building said houses shall be required to provide off-site drainage for such surface water as may develop at the rear of said building sites.
   (A)   This drainage system shall consist of open joint tile of such size and placed at such depth in a gravel bed as shall be determined and approved by the city engineer according to the grade, type of soil and other pertinent features of the particular land involved.
   (B)   The said tile shall be continuous to a connection with an established combined sewer or stormwater drain, or to an established drain under the jurisdiction of the Drain Commissioner of Wayne County.

§ 54.17 SAME; SUBDIVISIONS.
   Any person commencing proceedings to effect a subdivision of land for himself or for another shall comply with the provisions of this subchapter for the hereinbefore stated drainage facilities, and the said drainage lines hereinbefore provided shall be considered part of the improvements of the said subdivision.

SANITARY SEWER SYSTEM RULES AND REGULATIONS
§ 54.18 SEWER CONNECTIONS.
   No unauthorized person shall uncover, make any connections with, or opening into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the department of public service.
