No connection to the city sewerage system shall be allowed or maintained to any factory or business establishment using more than 1,500 square feet of space, to any hotel, or to any premises which are not connected with the city water supply system, excepting as authorized by resolution of the city council, which resolution shall determine the charges to be made for such service, the manner of payment thereof, and such reasonable security for the payment of such charges as may be required by the city council in its discretion.
