§ 39.42 INCLEMENT WEATHER.
   (A)   In the event of occurrence of weather conditions in which travel to and from work may jeopardize the safety of employees, city offices may be closed at the direction of the Mayor or his or her designee. Employees will be notified of this action in an appropriate manner.
   (B)   Where individual circumstances exist, such as longer than average distance of travel to and from the work place, the employee must notify his or her supervisor, and may exercise his or her own judgment in not reporting for work. If city offices are not subsequently closed, this time off will be charged against annual leave or leave without pay at the employee's discretion.

§ 39.43 CLASSIFICATION PLAN.
   (A)   Allocations. In the classification plan authorized by this personnel policy, each permanent position shall be assigned to an appropriate class on the basis of the duties and responsibilities of the position.
   (B)   Written specifications.
      (1)   Each class shall have a specification that includes:
         (a)   A concise, descriptive title;
         (b)   A description of duties and responsibilities of the class; and
         (c)   A statement of minimum qualifications for the position.
      (2)   All positions in a class shall be sufficiently alike to permit:
         (a)   The use of a single descriptive title;
         (b)   A description of each of the duties in the class;
         (c)   The same qualifications for each position;
         (d)   The use of the same tests of competence for each position;
         (e)   Application of the same pay range to each position.
   (C)   Reclassification.
      (1)   The department head shall recommend reclassification of a position after its duties and responsibilities change materially and it is no longer comparable with other positions in the class.
      (2)   Whenever the duties of a position so change that no appropriate class for it exists, the department head shall prepare an appropriate class specification for the position and recommend the position be assigned to the class.
      (3)   Reclassification of a position may not be used to avoid a restriction concerning demotion, promotion or compensation.
      (4)   When creating a new class, the format of existing specifications shall be maintained, including all required sections.
   (D)   Categories of employment.
      (1)   All employees of the city shall be classified full-time, part-time, temporary or seasonal, or assigned. The definition of each is as follows:
         (a)   Full-time employee. An employee who works forty (40) hours or more per week on a regularly scheduled basis.
         (b)   Part-time employee. An employee who is scheduled to work less than forty (40) hours per week and may be of a temporary nature.
         (c)   Temporary or seasonable employee. An employee who works in a position which is of a temporary nature.
         (d)   Assigned employee. An employee made available to the city by another agency.
      (2)   Only full-time or part-time employees may occupy permanent positions.
      (3)   Full-time employees in permanent positions shall be entitled to all benefits provided by the city. All other employees shall not be entitled to any benefits (except the benefits required by federal or state law and as specified in this chapter.)

§ 39.44 COMPENSATION PLAN.
   (A)   Pay plan. A pay plan prepared pursuant to the personnel policies shall prescribe for each class a minimum or maximum rate of pay, and all employees shall be compensated at a rate no less than the minimum amount and no more than the maximum amount of the pay range assigned to the class.
   (B)   Pay adjustments. Subject to the availability of funds and the financial ability of the city, the annual budget may include salary increases effective July 1 for the budget year. However, the Mayor, when the circumstances warrant, may authorize individual adjustments, subject to availability of revenues and the current budget.

JOB CLASSIFICATIONS
§ 39.60 ANIMAL CONTROL WARDEN.
   Job description, duties and responsibilities. Class Code 4401.
   (A)   Classification: Part-time hourly.
   (B)   The main responsibility of the Animal Control Warden is the control of stray and/or unattended dogs and cats within the city limits of Hillview, Kentucky.
      (1)   He or she is responsible to see that all dogs and cats are licensed and have current rabies shots.
      (2)   He or she is authorized to issue citations to violators in accordance with Ordinance 74.
         (a)   First time offenders may be warned either verbally or in writing, at the discretion of the warden.
         (b)   Second time offenders should be issued a citation for the specific offense.
      (3)   The warden will maintain a daily log of all activities and the specific times of them. Keep accurate time of the hours he or she is on duty. Keep accurate listing and descriptions of all animals taken into custody (e.g., color, breed, size, and sex of animal).
      (4)   He or she is responsible for the care, feeding and watering of all animals in his or her custody, and the cleaning and maintenance of the facilities.
      (5)   He or she will keep an accurate count of all animals in custody and the length of time they remain in custody.
      (6)   Any animal not claimed or otherwise disposed of within seven (7) days will be delivered to the Bullitt County Animal Pound. He or she will obtain a receipt for all animals from the pound representative and turn the receipt over to the City Clerk/Treasurer for record keeping. He or she will make an entry on the daily log of the number and description of these animals.
      (7)   The warden will periodically patrol the entire city area. He or she will canvass, on a door-to-door basis, all animals in their possession and verify that they have a current city license and rabies shots.
   (C)   Other duties as required.

§ 39.61 POLICE CHIEF; ASSISTANT POLICE CHIEF.
   Job description, duties and responsibilities. Class Code 2201, 2202.
   (A)   Classification: Salaried full-time positions.
   (B)   Characteristics of the class. Under general administrative direction, plans, organizes, directs and coordinates the activities of the Police Department in the enforcement of laws and ordinances, the prevention of crime and the protection of life and property; does related work as required.
   (C)   Examples of duties. Plans, directs, and exercises general supervision over the work of the department. Formulates and enforces rules and regulations, work methods, and procedures. Makes or reviews activities and reports of officers. Makes recommendations to the Mayor and City Council for the appointment, promotion, and dismissal of officers. Enforces disciplinary measures when necessary. Ascertains that officers receive adequate training in modern police methods and procedures. Directs the preparation and maintenance of police methods and procedures. Directs the investigation of major criminal offenses. Cooperates with the state and federal officers in the apprehension of wanted persons. Sees that reports are prepared for the City Council, National Safety Council, and Federal Bureau of Investigation. Prepares budget estimates and controls the expenditures of department funds. Conducts department correspondence, requisition supplies, and recommends the purchase of necessary equipment. Meets with and answers questions for the public. Attends police conferences and meets with various citizens' groups.
   (D)   Minimum qualifications.
      (1)   Training and experience. Extensive successful experience as police officer, including a minimum of four (4) years progressively responsible experience; completion of an accredited high school course supplemented by training in police administration or any equivalent combination of experience and training which provides the desired knowledge, skills and abilities.
      (2)   Special knowledge, skills and abilities. Thorough knowledge of police administration and of police methods; thorough knowledge of scientific methods of criminal detection, criminal identification, and radio communication; thorough knowledge of the geography of the city; demonstrated ability to lead and direct the activities of police officers; ability to maintain cooperative relationships with other city officials and with the general public; high social intelligence; resourcefulness and sound judgment in emergencies; demonstrated integrity; tact; good physical condition.

§ 39.62 POLICE OFFICER.
   Job description, duties and responsibilities. Class Code 2203, 2204.
   (A)   Classification: Full-time hourly or part-time hourly.
   (B)   Characteristics of the class. This is general duty police a work in enforcing laws and ordinances. Work involves responsibility for the protection of life and property; for the prevention, direction, and investigation of crimes; and for maintaining law and order. Work involves an element of personal danger and generally is performed in uniform. Specific assignments are received from a superior and are carried out in accordance with established rules and procedures; however, employees must be able to act without direct supervision in meeting emergencies. Work is reviewed through reports, inspection, and observation of results obtained.
   (C)   Example of duties.
      (1)   Patrols a designated area of the city in a patrol car to prevent and discover the commission of crime and to enforce traffic regulation; answers calls and complaints; administers first aid; serves warrants; and answers questions for the public.
      (2)   Conducts preliminary investigations at the scenes of crimes and serious accidents; gathers evidence; locates and interviews witnesses; makes arrests and interrogates prisoners; compiles accident statistics.
      (3)   Directs traffic at intersections and at accidents and fires; maintains order in crowds, at parades, and other public meetings.
      (4)   Operates electronic equipment for speed detection.
      (5)   Processes prisoners, provides for their needs and supervises their activities; appears in court to present evidence and testify against persons accused of crimes.
      (6)   Prepares and maintains necessary records and reports.
      (7)   Participates in training activities.
      (8)   Gives advice on laws and ordinances and general information to the public.
      (9)   Performs related work as required.
   (D)   Training and experience as required by state statute: Completion of a standard high school course; age 21.
   (E)   Special knowledge, skills and abilities:
      (1)   Ability to analyze situations quickly and objectively and to determine the proper course of action.
      (2)   Ability to cope with situations firmly, courteously, and tactfully, and with respect for the rights of others.
      (3)   Ability to react quickly and calmly under emergency conditions.
      (4)   Ability to obtain information through interview, interrogation, and observation.
      (5)   Ability to understand and execute difficult oral and written instructions.
      (6)   Ability to express ideas clearly, orally and in writing and to prepare comprehensive records and reports.
      (7)   Ability to develop skills in the use and care of firearms.
      (8)   Ability to develop and maintain good public relations.
      (9)   Ability to meet such specific physical requirements as may be established by competent authority.

§ 39.63 PUBLIC WORKS.
   Job description, duties and responsibilities. Class Code 3301.
   (A)   Classification: May be full-time hourly or part-time hourly, temporary or seasonal.
   (B)   Characteristics of class.
      (1)   An employee of this class is responsible for repair or replacement of traffic control devices, and the like, stop, speed and street name signs. Ditch work will include clean out and removal of debris that may hinder the flow of water.
      (2)   Keep on hand materials to perform assigned duties.
   (C)   Requirements of work.
      (1)   Must have valid drivers license;
      (2)   Operate machinery, vehicles and equipment,
      (3)   Perform maintenance on machinery, vehicles and equipment, public streets, rights-of-way, and city owned buildings as required;
      (4)   Remove snow from city streets and parking lots.
   (D)   Training experience.
      (1)   Ability to read and write in the English language and must be at least twenty-one (21) years of age. Working knowledge of supplies and equipment that will be used in his or her line of duty. Ability to understand and carry out oral and written instructions.
      (2)   Perform related work as required.
      (3)   Prepare and maintain necessary records and reports, such as time sheets and daily activity logs.

§ 39.64 CITY CLERK/TREASURER.
   Job description, duties and responsibilities. Class Code 1101.
   (A)   Classification: Full-time salaried non-elected city officer.
   (B)   Characteristics of the class. This is responsible administrative and clerical work serving as City Clerk and Tax Collector. Work involves responsibility for billing and collecting city taxes and all other accounts receivable. Work includes attending City Council meetings, recording proceedings of the meetings, and maintaining records. Work involves the handling of routine complaints, correspondence and inquiries not requiring Council action. Assists in preparing annual budget. Does related work as required.
   (C)   Examples of duties. Responsible for duties set forth in KRS 83A.085 and other pertinent statutes. Responsible for setting up agenda for City Council meetings and records official transactions and proceedings of the meetings. Responsible for the collection of taxes authorized by law. Responsible for all clerical work required by the Mayor, Council members, and general city operations. Administers business licenses.
   (D)   Minimum requirements: High school graduate with five (5) years experience in clerical, administrative or accounting work. Thorough knowledge of computers.
      (1)   Training and experience. Graduation from high school. Five (5) years experience in responsible administrative or clerical work.
      (2)   Special knowledge, skills and abilities. Skilled in the use of office machines and computers. Thorough knowledge of the organization and functions of city government and of the laws and regulations governing city government. Ability to write clear and accurate reports on complex subjects. Ability to establish and maintain effective working relationships with the general public, city officials employees. Knowledge of standard office procedures.
