147.01   ORGANIZATION.
   The Department of Public Safety as created and established by the Charter shall be organized in three divisions:
   (a)   Division of Police;
   (b)   Division of Buildings;
   (c)   Division of Fire Prevention and Inspection.
   If at such time the City establishes and operates an independent fire organization, such organization shall become the fourth division of the Department of Public Safety.

147.02   DIRECTOR; POWERS AND DUTIES.
   The Director of the Department of Public Safety shall be the administrative head of the Department under the immediate supervision of the Administrative Assistant. He shall make all needful rules and regulations for the government of the Department and the several divisions thereof. He shall preside at all meetings of the Department or the division thereof, have charge of and be responsible for proper maintenance of the apparatus of the Department and publish rules for the operation of the Department and the duties and conduct of the members thereof.

147.03   POWERS AND DUTIES OF DEPARTMENT.
   The Department of Public Safety shall have the complete management, care, custody and control of the Police, Fire Prevention and Inspection and Building Divisions and personnel, equipment and accessories used in connection therewith; and shall keep appropriate records under the direction of the Administrative Assistant and with such other and further duties as may from time to time be required by ordinance of the City or State laws.
